EU to initiate a partial interim review investigation on crystalline silicon photovoltaic modules and key components from China
The European Commission issued a notice on 3 March, 2017, claiming it would initiate a partial interim review investigation of the anti-dumping and countervailing measures applicable to imports of crystalline silicon photovoltaic modules and key components (i.e., cells) originating in the People’s Republic of China. The product subject to this review is crystalline silicon photovoltaic modules or panels and cells of the type used in crystalline silicon photovoltaic modules or panels, currently falling within CN codes ex 8501 31 00, ex 8501 32 00, ex 8501 33 00, ex 8501 34 00, ex 8501 61 20, ex 8501 61 80, ex 8501 62 00, ex 8501 63 00, ex 8501 64 00 and ex 8541 40 90 and originating in or consigned from the People’s Republic of China, unless they are in transit in the sense of Article V GATT. The review investigation will cover the period from 1 January 2014 to 31 December 2016. All interested parties may request to be heard by the Commission investigation services. Any request to be heard must be made in writing and must specify the reasons for the request. For hearings on issues pertaining to the initial stage of the investigation the request must be submitted within 15 days of the date of publication of this Notice in the Official Journal of the European Union.
On 6 September, 2012, the EU conducted an anti-dumping investigation applicable to imports of crystalline silicon photovoltaic modules and key components originating in or consigning to China. On 8 November, 2012, the EU launched an anti-subsidy investigation applicable to imports of crystalline silicon photovoltaic modules and key components originating in or consigning to China. On 5 December, 2013, the EU made anti-dumping and anti-subsidy final ruling on the case. On 5 December, 2015, the EU conducted an anti-dumping and anti-subsidy sunset review applicable to imports of crystalline silicon photovoltaic modules and key components originating in or consigning to China. On 3 March, 2017, the EU made an affirmative final ruling on anti-dumping and anti-subsidy sunset review applicable to imports of crystalline silicon photovoltaic modules and key components originating in or consigning to China.
